apache: make_sock!?!


hi,

i just installed apache 1.3... i configured the httpd.conf file
and run it...

it didnt start and in the error log i found this:

[crit] (99)Cannot assign requested address: make_sock: could not bind to address 127.0.0.1 port 80

my guess is that the apache httpd.conf is fine, but i forgot to install some package... im saying this because just before apache i was installing perl and when i did a "make test" the test stoped at lib/io_sock

coud some one please tell me what this "sock" is and what it does and how can i fix this error...
