Apache in a chroot environment


I setup an Apache installation in a /usr/local/chroot/httpd/. The httpd dir is going to be the fake root. I made sure to make a passwd and group file in the fake etc directory and edit httpd.conf so Apache runs as the user and group "apache". I also modified my apachectl file so:
CHROOTDIR=/usr/local/chroot/httpd
PIDFILE=$CHROOTDIR/usr/local/apache/logs/httpd.pid
HTTPD="/usr/bin/chroot $CHROOTDIR /usr/local/apache/bin/httpd"

When I run "apachectl start" I get the error: bad username apache. Which doesn't make sense.
