Apache Forbidden acccess


I hope someone can help me with an Apache issue thats harder then it might seem at first glance ;(

Background: Our apache server needed to be moved from CA to Phoenix and was recofigured to be on a new network.

When I try to access the web server from my desktop now through IE I get the error msg:
Forbidden
You don't have permission to access / on this server.

----------------------------------------------------------------------

Apache/1.3.26 Server at qa1.rentnet.com Port 80

-I Googled this error msg and commented out the <Files> section of the httpd.conf file and restarted apache but this had no effect.

-Checked to make sure the directories had 755 persmission and they do.

Does anyone there have any ideas or ways to help toruble shoot this issue, is there an administration interface that I can use and how do I access it.
Thankyou for any help, I'm really stumped with this one...

Apache should be logging a error to the logs, have to taken a look at the logs ?
