Apache error with xml documents


I'm trying to host an xml file with an associated xsl stylesheet on apache 2.0.46 server on redhat ES 3 linux. When I try to access the xml file, I get this error:
FORBIDDEN
You don't have permission to access /tree/view_tree.xml on this server.

I can see the files in the directory and access other files there.

xml is listed in mime-types as
text/xml xml xsl text/xml-external-parsed-entity

I was under the impression the browser would do the parsing.

Do I need to install another module to serve this page or do I just need to change some permissions?
