I'm working on a file upload script with PHP, but for whatever reason, Apache/PHP can't write the temporary file after uploading.
The error I get is:

Obviously the fopen/filesize/fread errors are because the file doesn't exist. I just can't figure out why Apache/PHP isn't
making the file exist.
Permissions on /tmp are rwxrwxrwt.
