Anyone know to completely disable commflag with mythtv?

It won't allow me to transcode because I don't allow commflag to run. I disabled in settings and in the rules, but against my best efforts it tries anyways, and won't let me transcode unless it runs commflag. I tried to set turn transcode jobs before commflag, and that did not work.
