ansi images on dumb terminal


I understand that dumb terminals (such as the wy150) can support certain obscure ansi image formats, (such as dec sixel or regis), where can i find a program to generate imaes in these formats and then how do i display them on the terminal? i hope at least one person who reads this thread knows how
