Animation creation software

What free software is available for creating animated cartoons?

The images will be scanned in, so I do not need any software that can draw the characters or landscape, but I won't be drawing each cell independantly. I need the animation software to help bring movement and layering different images over each other.

You should look at blender3d. Its web page can be found at www.blender3d.org.

You can find add ins and other tools for blender3d at sourceforge.net.
