Administrative prohibition

When I send an email using my server as smtp, if there's a problem and that the email bounces, when the smtp server goes to send the bounced message to me, it errors out and then it bounces back and goes to the root account and the error is "Administrative prohibition" sending to (whatever address I was sending from in first place)

Another problem I have with sendmail is that I can't use the php mail() command, it just bounces into the root account as well, under "cannot resolve domain" or "invalid host" etc... and yes it's all valid email addresses for both problems.

I'm putting both problems here since they might be related somehow. Thanks in advance for helping. I'm sure it's something simple...
