Question a SRC rebuild problem

I tried install apt, but it failed due to missing dependensies, so I downloaded the source rpm then I the man and startet:

rpmbuild - -rebuild /tmp/apt-0.5.5cnc4.1-fr1.src.rpm - -target=i686

at the end this messages comes up, and it fails:
Building program /usr/src/redhat/BUILD/apt-0.5.5cnc4.1/bin/methods/file
/usr/src/redhat/BUILD/apt-0.5.5cnc4.1/bin/lib-apt.pkg.so: undefined reference tp 'rpmSys'
collect 2: ld returned 1 exit status
make[2]: *** [/usr/src/redhat/BUILD/apt-0.5.5cnc4.1/bin/methods/file] Error 1
[1]: *** [all] Error 2
error: Bad exit status from /var/tmp/rpm-tmp81188 (%BUILD)

Is my command missing parameters or ??
