yppasswd updating insecurely


Hi,
I have a Ubuntu 10.04 Server running NIS services for passwd, shadow and group.

When a user tries to change their password they are able to enter the same password and this is accepted!

I have tried adding the libpam-cracklib or libpam-passwdqc modules and restarting the NIS service between module installs, but I get the same problem.
