you can only stop this in an upstream device. I'd suggest getting in touch with your ISP about it. They may be able to block the source somehow.

YOU can't stop it reaching you, hence asking the ISP. If you're dropping the connection silently, then nothing will stop them hitting you and wasting your bandwidth etc, if they wish.
