Which FTP server?

The situation: an FTP server with an overall bandwidth limit of 600 KB/s. This bandwidth should be evenly shared between the people that all use the same login/password. This user must be chrooted.

So I'm looking for an FTP server that can:
* handle virtual users
* throttle based on IP address
* chroot

Until now, I haven't found an FTP server that is capable of all this.

Thanks in advance!
