How to know my Linux server Firm upgrade version presently it is running On ? Is their any command to know it ?

You reboot the server and pay attention to what it says on the BIOS screen, or any screen that may have firmware (i.e. drive controllers, etc.). The version will be on it.

When should we go for a Firm Upgrade ?

Whenever you want to...aren't YOU the administrator? I wouldn't do any upgrades on production servers unless it fixed a specific problem, or patched a vulnerability. But that's just what I would do on MY servers.

Same as with ANY upgrade..things could not work, work differently, or work better. That's why administrators need to do a good amount of research.
