man vsftpd.conf

Perhaps you should be a little more specific what you want. hide_file says that a user will still have access to the folder if they know what name to use, and deny_file says it will show the file, but not allow access. As noted in the man page, neither of these should be used for serious access control; you should rely more on filesystem permissions. Both directives claim to be usable on files and/or directories.

instead of mounting them in 2 separate folders, why not just mount one in /ftp/public, and another in /ftp/public/incoming/? Or, you could create a link from /ftp/public/toincomingdirectory to point to /ftp/incoming.
