User rights in Freeradius


Hello everyone,
I have a problem with the configuration of FreeRadius.

My network has 2 routers which use radius authentication. On my FreeRadius Server I have declare these router in /etc/freeradius/clients.conf like that :

Code:
client R1 {
  ipaddr = 1.1.1.1
  secret = cisco1
}
client R2{
  ipaddr = 1.1.1.2
  secret = cisco2
}
And in /etc/freeradius/users I have declare 2 users :

Code:
user1                Cleartext-Password := “test”
                     cisco-avpair = "shell:priv-lvl=15"

user2                Cleartext-Password := “test”
                     cisco-avpair = "shell:priv-lvl=15"
I'd like user1 can connect to Router1 but not to Router2, and the user2 can connect to Router2 but not to Router1.

I have already read tutorial and documentation, but I didn't find.

Please help.

PS : I have already test Auth-Type := Reject and sorry about my English.
