My agenda is to create a user inter with any open source software in windows 7, the infterface capable to access any UNIX servers,
on the right side of the user interface i want to create icons like Network Apache SSH and so on, if the user wants to retart the network servers, one cursor click should restart the server,
I am sure many might me using tools, but i am not sure which programming i need to learn, can guide how to fulfill my task.

No, we can't 'guide' you, since your question is almost impossible to decipher.
"Create a user inter" - Guessing you mean user interface, but you don't say HOW you're going to 'create' it. Do you mean a web page? Client-server? What?
"infterface capable to access any UNIX server" - Ok...so what exactly do you mean by "access"??? How? Data? Socket IO? Interactive shell? A particular service?
"on the right side" - Meaningless, since that's only talking about laying out a screen. The real work is done behind the scenes.
"if the user wants to retart.." - ...and what, exactly, are you going to put into place for SECURITY? What's to stop any random person from doing administrative things to your server?
As said, Webmin already does this, as you could have found with a brief Google search for such tools. After being here for EIGHT YEARS, and being told to do a search before posting a question numerous times, you should know this by now.

"Create a user inter":- I idea is to crate a Front-end interface on windows, in the back ground i want to use Python,
on the right hand side i want a create a tabs for FTP service and Http service, for example if
ftp service need to be restarted, a click of mouse on the interface should restart the FTP
service..
"infterface capable to access any UNIX server" :- SSH port 22 need to be used to connect to the UNIX servers with the
help of python to start any services.
"on the right side":- I means that a screen on user interface will be divided into tabs, juse like one tab for FTP,http
and soon..
"if the user wants to retart.." :- it covers the above line,
