Undefined function __() in phpmyadmin

Hello there.
I installed phpmyadmin and when I tried to access it, it said:
Fatal error: Call to undefined function __() in /usr/share/phpmyadmin/libraries/core.lib.php on line 278
What's the problem?

before we can even think of helping we will need to know a few things .
I installed phpmyadmin
HOW .How did you install it ?
From a prebuilt rpm or deb or xz ?
or from the source ?
How did you configure it ?
how is php set up ?
how is the apache server set up ?
How is MySQL set up ?

... an so on...

and when I tried to access it, it said

How did you do this ?
