unable to fetch archives

http://in.archive.ubuntu.com/ubuntu/ dns is down try other mirror like
http://us.archive.ubuntu.com/ubuntu/
http://tr.archive.ubuntu.com/ubuntu/

From root should I change it in /etc/apt/sources.list ??

yes comment nonworking mirrors with # and then add given mirrors
