umask setting in proftpd is not useful

I've tried changing the umask setting in proftp.conf to 002 and, alternatively, 113. No matter what the umask setting is, users who connect with ftp always have saved files with permissions -rw-r--r--.

I need to change this soon so that multiple users can edit the same file and so far I'm faced with a few very kludgy alternatives.

Thank You.
