SMTP rate-limit


Hi,
I manage a mailserver with Postfix.
To my users, relay access is granted based on their public IP address with mynetworks directive.
I use no SMTP authentication at moment.
Sometimes I find that from specific IP address lots of spam is sent (eg. toward gmail.com, verizon.net, comcast.net etc..)

I'd like to mitigate this activity.
What is best way to do this?

And what about compromised credentials (indeed very common nowadays)?
