Sendmail works but only after "sendmail restart" on RHEL 5

If I reboot the server, sendmail will send mail outside the network but not receive it. Strangely, if I use the command "sendmail restart", sendmail will receive mail from outside the network (and send it). Sendmail's turned on for the right levels of chkconfig. Anyone know how I can get sendmail working at boot automatically?

If you know that running this command solves the problem, and you want to automatically run it when the computer is booted, you can set it to do this:

Both of those links use "update-rc.d". RHEL 5 does not come with update-rc.d but instead uses chkconfig.
