Question sendmail queue group limit emails

Hi All,

OS CentOS 6.4 64bit
Apps: sendmail-8.14.4-8.el6.x86_64

I want to limit sending of emails per domain.

default 5 emails per domain
Code:
confMAX_QUEUE_RUN_SIZE = 5
3 emails for queue group (grp1) as mentioned below.
Code:
QUEUE_GROUP(`grp1', `F=f, I=4h, J=3, P=/var/spool/mqueue/grp1, r=2, R=1')
But for some reason it only take default and J=3 is not working.

Any suggestions.
