Rutorrent can't connect to rtorrent?

Details I suppose
OS: Lubuntu
Webserver: Apache 2
Programs:Curl libcurl php5 apache2_mod_scgi <a bunch of others that my guide advised> rutorrent plugins pack rtorrent

Issue:{
Server loads go to <server>/rutorrent Ui loads and I get this error message http://pastebin.com/GH1pWyCz
}
Any tips? Need more data? Just reading and clicking past? Thanks for your time regardless

Do the files "util.php" and "settings.php" exist? Are they in the right place, with the right permissions? The error your getting seems to point to those.
