i have created the svn repo it works with browser but when i commit or checkout it says

Repository moved permanently to " " please relocate

Here is the http.conf entry

<Location /testsvn>
Allow from all
DAV svn
SVNPath /testsvn
AuthType Basic
AuthName “Testsvn123”
AuthUserFile /testsvn/conf/svn-auth-file
Require valid-user
