rails error on etch

I just setup a debian server, with a lamp stack and rails, but now whenever i create an application, i keep getting application error displayed in the browser
http://67.207.131.80/rails/public/

If you click on "about your applications environment", the error can be re produced

Using the guide : http://www.howtoforge.com/ruby_on_rails_debian_etch

In case its relavent
Code:
$ uname -a
Linux crooksey 2.6.18-xen #1 SMP Fri Nov 2 06:14:54 UTC 2007 x86_64 GNU/Linux
And the error itself
Code:
Application error

Change this error message for exceptions thrown outside of an action (like in Dispatcher setups or broken Ruby code) in public/500.html
Note this error is before any configuration, solved with a re install.
