quotas not enabling in xfs partition: quotacheck gives error

[root@centos7 ~]# /sbin/quotacheck -cmu /
quotacheck: Mountpoint (or device) / not found or has no quota enabled.
quotacheck: Cannot find filesystem to check or filesystem not mounted with quota option.
[root@centos7 ~]# cat /etc/fstab |egrep "\/\s"
/dev/mapper/centos-root /                       xfs     defaults,usrquota        1 1

After adding usrquota, I remounted the drive an also turned quotas on.

/bin/mount -o remount /
  /sbin/quotacheck -cmu /
  /sbin/quotaon -avu

I even tried rebooting.

Any ideas?
