public keys problem in server


i want to create public keys on windows server but due to following error or issues i can't complete my task.following steps are performed by my side:-
on linux machine:-
conn with the root:-

1. ssh-keygen -t dsa

i will be prompted for a key location, the default is fine so just press enter.
Then asked to enter a passphrase. press enter.

2.scp id_dsa.pub administrator@192.168.64.18:/devender
copy public key from linux to windows server..

3.ssh administrator@192.168.64.18
with password:---------
conn windows machine with ssh command.

4.
To enable public key authentication for Administrator:

* Change the OpenSSH\etc\sshd_config file:

RSAAuthentication yes
PubkeyAuthentication yes
PasswordAuthentication no
5.in windows cat command is not working so we manually copy public key from one location to another as:
cp d:\devender\id_dsa.pub /home/administrator/.ssh/authorized_keys file
restart the openssh services.

6.after that when i want to connect from linux client to windows server,again-2 asked the password.why this is happening i don't know....
