Exclamation proftpd 1.3.2c mod_ban not working correctly.

I compiled proftpd 1.3.2c from source with the compile options to compile mod_ban in. I edited my proftpd.conf to ban someone after two login attempts but proftpd still lets the person log in after 2 log in attempts. I have included a copy of my proftpd.conf (http://www.blubaustin.net/proftpd.net)

Did you restart Proftpd after editing the config file?

Yes I did. Also here is what the "proftpd --list" command shows:
Quote:
blubaustin@server:~$ proftpd --list
Compiled-in modules:
mod_core.c
mod_xfer.c
mod_auth_unix.c
mod_auth_file.c
mod_auth.c
mod_ls.c
mod_log.c
mod_site.c
mod_delay.c
mod_facts.c
mod_ident.c
mod_ban.c
mod_cap.c
mod_ctrls.c
