Problems accessing server from a different machine

five years of shameless WAMP using some variant of apache2triad and managed hosting, and now im faced with a daunting task of setting up something solid on Linux. somehow, ive managed to install in text mode, and totally avoided the GUI at all costs, (though previosly i had done an installation of FC5 on an Altos R510 server, successfully. this time round however, i chose to install the mods separately, and as a backup (read withdrawal symptoms), decided to install webmin incase i need to do something pretty quickly and remotely.
now, heres my problem:

1: I cannot access anything on the server from a machine in the network:
2: I checked iptables and granted my particular machine all possible rights, but its still not accessing. e.g. http : // 10.254.1.34: 10000from another machine shows a server cannot be found error, but pinging the same ip returns some stuff. ??
any clues?

How are you attempting to access your system?

Code:
telnet: /etc/xinetd.d/telnet must be enabled.
ssh: sshd daemon must be running.
http: apache (or other web server) must be running.
other: ?
