port 1664 not opening

Hello,

I try opening the port 1664 with iptables. But it is not opening. I used this command.

Code:
iptables -A INPUT -p tcp --dport 1664 -j ACCEPT
/sbin/service iptables save
iptables -L -v
It is in IP tables rule list. But the ports doesn't opens. I even restarted IP tables. Any help?

Thanks.

Server OS: cent os , with apache 2.2
