meandsushil,

The problem looks more like you want to install packages using yum, rather than what the title of the post suggests.

If you are behind a proxy, you may want to set the HTTP_PROXY variable.

Yum is a default package manager for CentOS5. You do not need to install it, it is there by default. You may need to configure it your way. And it seems a repo that you have configured has errors or your urls are not valid.
Can you browse internet on the centos machine? Do you use proxy settings configurations in browser for internet?
If that is the case, you already have got the solution for the same from @logicalfuzz.

And also the FTP_PROXY variable, as some repos communicate via FTP

yum install <package-name> should install the package you want. Read the man page for yum command for its options. man yum

sushil,
you could try posting the contents of your /etc/yum.conf and /etc/yum.repos.d/*.repo files here

see experts, in linux i used to setup yum in following steps

1.insert dvd of linux
2.mount /dev/cdrom /misc
3.cp -rf /misc/* /var/ftp/pub/linux
4.cd /var/ftp/pub/linux/Server
5.rpm -ivh create*
6.rpm -ivh vsftpd*
7. cp /etc/yum.repos.d/RPG.../rpg... /etc/yum.repos.d/base.repo
8.vi /etc/yum.repos.d/base.repo
in this file
baseurl=ftp://192.168.0.4/pub/linux/(server address and linux dir where all rpm are stored)
enabled=1
gpgkey=1(made 1 here)
9.createrepo /var/ftp/pub/linux/
10.service vsftpd restart
11./etc/init.d/yum-update restart
12.yum clean all
13.yum update all
14.yum list available
(it shows that base.repo is created)
15.chcon -R -t public_content_t /var/ftp/pub/linux/
and then
yum install squid*

to check whether yum is installed or not

so could you please tell me how to install yum in newly installed centos without using internet.
please tell me the steps

It seems you want to have a local yum repository and not just install yum. You are either confused or not able to explain what you need.

You may want to look into this Link for your issue.
