phpMyAdmin - Allow Users to create Databases

Hey all,
I have gotten mysql working with phpMyAdmin, and I think i got the hang of it all.
However Ive created alternate users other than root, and those users do not have privileges to create new databases.
Ive tried everything (I thought) to allow them to do so.

Can anyone advise how i can give users the ability to create new databases?

THanks

Err... Are you sure you have given the correct privileges for the end user to create database?

The MySQL Access Privilege System

MySQL User Account Management
