php.ini suphp user accounts


Hi,

My name is Linus and I am rather new configuring web accounts on a linux server. I appreciate this forum and the members that contribute. Thank you very much in advance.

My basic question is, is are there any php.ini settings I should be aware of that NEED to be declared specific to each user's account and others the specifically should never be set in a user's account?

The docs of open_basedir left me a bit confused.

"Apache configuration file directives for PHP only take effect if the DSO handler is selected. If PHP is configured to run as a CGI, suPHP, or FastCGI process, you must manually specify the open_basedir directive in the appropriate php.ini file. Each user will need his or her own php.ini file when using a PHP handler other than DSO. "

Any documentation on the myriad of php.ini files and best practices for were to locate specific settings would be greately appreciated.
