For some reason, my user directories don't seem to process php files. For example, server/~reduxtion/index.php forces the browser to download the file while server/index.php is fine.

Anyone have any ideas?
Are you using symbolic links to get the different user directories, into your docroot? You've got to enable those for it to work, if so. Also, I'd check the permissions on the user dirs and the files. If the apache user can't access them, it'll probably cause a problem too.
