There are many ways to do it, but you don't provide details, like what environment you're in, how many LDAP servers you have, their location to each other, bandwidth between the sites, etc. If you're talking about a single-site with two LDAP servers and 100 users, it's pointless. If you're talking about ten LDAP servers with 5,000 users, that's different.
There is also no way anyone here can tell you what's 'better' in your case...that's up to YOU. The best suggestion is for you to load and configure each on of your alternatives, and see which works best
