Smile Open Source Web Portal on Linux

Hi I work for a non profit organisation and I want to setup an open source web portal on Linux for voluntary organisations.

I am hoping that the facility would allow each organisation to create there own user login and then once logged on would allow them to create/manage and host there website on line. Each organisation who had a login would have a single page that they could manage themselves.

Does anyone know of any good open source software that would do this - thanks

I haven't been using Linux that long but i am finding so many more thing that are possible when using Linux rather than Window$

How would you control something like that so that only non profits would be creating their logins?
