no server suitable for synchronization

this is my first time here , I am new at linux and set up things, I have 5 servers ,which one of them supposed to be NTP server then other sync with it .
first I changed ntp.cong and started but in nptq -p everything was zero,
and try to fix it , but this is closed outside network then I did not realize our port 123 is not open, and I downloaded other NTP server package supposed to be better.

Since then I think I messed up now I can not even start NTP run, I changed conf file thousand times , I looked internet, My boss wants me to use LOCAL HOST TIME but still even I comment out it says not Sycnorized.. I remove last update but it seems not working

I checked other servers ntp.conf and ntp status, even they can not synv outside word NTP service still can start

here is my output if you understand problem and if you can help me it will be great

this is my var/log/messages
ntpdate[3540]: no server suitable for synchronization

and this the message I get when I try to start ntpd

ntpd: Synchronizing with time server: [FAILED]
