I killed nfs and now I have issues with starting nfs service.

Linux version : Red Hat Enterprise Linux Server release 5.8
These are the command results

[root@host ~]# /etc/init.d/nfs status
rpc.mountd is stopped
nfsd is stopped
rpc.rquotad (pid 12223) is running...

[root@host ~]# /etc/init.d/nfs start
Starting NFS services: [ OK ]
Starting NFS quotas: [ OK ]
Starting NFS daemon: [FAILED]

Error log when starting nfs : /var/log/messages

nfsd[30957]: nfssvc: Setting version failed: errno 16 (Device or resource busy)
nfsd[30957]: nfssvc: unable to bind UPD socket: errno 98 (Address already in use)

How did you kill it?
If you didn't use 'service nfs stop', then it likely left a lock/pid file behind in eg /var/run.
Try to stop all the nfs related service cleanly, check for nfs services that are running and stop them also.
Check for pid/lock files, then use the service cmd to restart.

I killed using the command kill -9 PID . Results after killing, these processes exists even after killing

[root@host ~]# ps ax | grep nfs
21114 ? S< 0:00 [nfsiod]
31687 pts/0 S+ 0:00 grep nfs

[root@host~]# ps ax | grep rpc
1186 ? S< 0:00 [rpciod/0]
1187 ? S< 0:00 [rpciod/1]

Why??? Never use kill -9 unless a process is seriously wedged.
In fact, don't use kill on registered services at all if you can possibly avoid it.
Anyway try cleaning up as per my previous post.
rpciod may be ok, but I'd try to shutdown the nfsiod one.

I have stopped the nfs normally using /etc/init.d but there were some leftover processes which i killed. I am unable to stop nfsiod , tried to kill it

This is the command output. Is there any other way to stop all the process clean and complete?

[root@host]# ps ax | grep nfs
3146 pts/0 R+ 0:00 grep nfs
21114 ? S< 0:00 [nfsiod]

[root@host]# killall -9 21114
21114: no process killed

you must not kill -9 daemons and kernel processes, it may destroy your running system.
If kill -9 <process> does not work it usually means you need to restart kernel process - that means a reboot.

How do you propose to clean and completely stop the services since even after stopping there where leftover processes.
