Otherwise you could post the contents of the 2 files above from a linux box, as they have the same behavior as the win7 box.
What happens if you add another host A RR in the zone file? Is the old one (www.zf-template.loc) resolvable and pingable right away while the new is not? Because you said that there is a 15min delay for the new entry to be resolvable.
