Right now I have VNC working to the point where upon rebooting it loads up the sessions I have set to :1 and :2. When I use VNCViewer on Windows or Ubuntu it will connect to either of those sessions. However when I log out through VNCViewer it is dropping something and causing errors. When I log out and attempt to connect again with VNCViewer all I see is a grey screen with a mouse curser.

I have set Load "vnc" in the Modules section of /etc/X11/xorg.conf and followed all the countless guides out there on how to set up VNC. I need to get to the point where users can use VNCViewer to see a login screen like they would if they were accessing locally.

Check your servername:#.log for the errors. Also check xstartup and make sure the xterm or desktop session was started as a background program. Sounds like when you drop out the session is being killed.
