Question Kickstart files will not import to new RHSS

I have a RHSS and want to make an identical one, when I use the rhn-satellite-export command. It creates the XML content to place on the other server. But when I use the sync command on the new server, everthing seems to come over except the actual kickstart files themselves. I am not using the --no-kickstart command, but the files do not seem to want to import to the new RHSS.
