IRC server

i want to start an irc server, i just don't know which software i should use, i have an CentOS 5.3 white box, i want to control a lot on this irc server, i don't want people to be able to make channels, i want only people i make OPs and HOPs and those people can't OP or HOP people what irc server would you suggest??

EDIT:I also want an irc server that can use MYSQL as the database, but that isn't as big as the other things i want

when i was into IRC i used to use unrealircd
i don't know what have changed since then but at that time it was highly configurable and very very stable
IMO it's the best choice(at least was)
