How to transfer the services from node 1 to node 2 ,if node 1 is directly turned off
 

I am using two node clustering in redhat cluster 5.7, Here is I disabled the network or Directly turned off the services running node(node1) means, The services is not transfered to node2, So plz give me any suggestion.
