There are multiple ways to limit mailbox size in email, but inside postfix itself you have two ways:

mailbox_size_limit = ###
message_size_limit = ###

The first limits peoples mailbox, the second the individual message size.

Those are what are compiled into postfix by default, there are patches to allow for per person size limits available, but those would require more than a simple change in the postfix config files.
