Webmin already handles adding "users".
What are you trying to "do" exactly?

If you must insist on re-inventing this webmin function. You should learn some expect scripting.
Code:
man expect

Actually i provide client some webmin access through webmin custom command. So I need to allow user to add ftp user through webmin custom command. But the problem is adding linux nologin system user or any user require typing password two time. That what I'm having trouble with.

For those who have to ask is it possible, I'd have to say no, not for them.
Anything is possible to those who are inspired. Ever code anything like this before?

I mean good luck with that.
