How to change permissions for public access to website?

So am brand new to Linux (Ubuntu). And it appears that the directory that the website goes to is: /var/www

Which is fine, except I as the administrator have no rights to write or delete to those directories/files.

May I ask how is the proper way? I mean I need to be able to FTP from my other machine, and my IDE, etc.

p.s. I am waiting for someone local to answer mt Craigslist ad, but in the meantime and doing as much as I can myself.

Why not? You should have. What have you tried and what were the specific errors/results?
You will need to post more details if you want some help.
