How to block all mail sites (https) & chat clients to particular subnet

Hi

I using mandriva 2008.0 & squid-2.6.STABLE16
I want to block mail sites & chat clients.
I create black list containing these sites but squid only block http sites
it is not block https sites. So can it be possible to block https sites using squid.
Another problem is that i have to give access to particular person like HR or senior manager, how it can be achieved

Should i use the safe-squid is it secure or squid is the best & secure way

Thanks & Regards
Satish

Not a squid admin, but you can try this for the https part :

http_access deny CONNECT SSL_Ports
