How do I allow open base dir?

How do I allow open base dir?
open_dir():Permission denied: /home

open_dir() works if I have the environment set to jailshell, but not bash shell, or the crontab (which must run as bash).

Any ideas on how I can get open_dir allowed by base and the crontab?
