Help with PHP,Apache, and a put request?

Our developers have written our program to run php,apache, and MySQL. It works great on Winblows however I have been given the task to get it to run on Linux. The functionality of the program seems to work fine except for one aspect. Our program is one for document management which means we scan or import docs into the program and keep them on the server. The program is built to use the "put" command and http however everytime we try and upload docs, it fails. I have checked and double checked all of the permissions on the folders so it shouldnt be a permissions problem. Anyone have any experience with php and the put command?

Any help is appreciated!
We are running Centos4 with MySQL5,php5, and apache 2.0.52

just a guess, maybe it's (php.ini for apache):

;;;;;;;;;;;;;;;;
; File Uploads ;
;;;;;;;;;;;;;;;;

; Whether to allow HTTP file uploads.
file_uploads = On

; Temporary directory for HTTP uploaded files (will use system default if not
; specified).
;upload_tmp_dir =

; Maximum allowed size for uploaded files.
upload_max_filesize = 32M
